The S3 IDIQ
S3 is a single, multiple award contract vehicle covering a broad range of lifecycle services. It is designed to efficiently meet the integrated engineering, business operations and logistics service needs of all C4ISR customers provided by the U.S. Army, Communications-Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center, in coordination with the Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) community.

The U.S. Army Communications-Electronics Lifecycle Management Command (C-E LCMC) plays a vital role in the transformation of U.S. Army forces. The Command provides the technologies to sustain and support superior Command, Control, Communications, Computers, Information, Surveillance and Reconnaissance (C4ISR) systems for the joint warfighter as the military faces the challenges described in this quote from General Myers.

To accomplish this goal the joint force must be linked by a network-centric C4ISR capability. Advanced C4ISR systems will be a critical part of this network. They are also absolutely essential to achieving the five imperatives required by the joint force in future battles as outlined in Joint Vision 2020
