Steve Gaffney

 

CEO and Chairman of the Board
Steven F. Gaffney joined IAP Worldwide Services, Inc. (IAP) as Chairman of the Board May 2008. He was named the CEO of IAP January 2009. He also serves as a Senior Operations Director for Cerberus Capital, the majority owner of IAP.

Gaffney has more than 25 years of leadership experience within the defense industry. Most recently, he served as Senior Vice President of ITT and President of ITT Defense Electronics and Services. With operations in over 120 locations in 21 countries and more than 20,000 employees, Gaffney was responsible for establishing ITT’s strategic direction as well as financial and operating performance. Under his leadership, the company grew over 60 percent executing both organic and acquisition strategies. He also had responsibility for driving Six Sigma and Operational Excellence across all of ITT.

Earlier in his career, Gaffney led a start-up business within the Integrated Systems Unit at Litton Industries, where he provided overall vision and direction including the strategic, technology and business plan and continually exceeded the company’s financial objectives. He also implemented an Earned Value Management System and led multiple complex integrated Systems developments. Gaffney also successfully led program operations and advanced systems programs at Allied Signal and Smith Industries. He earned a Bachelor of Electrical Engineering degree from Lafayette College in Easton, Pennsylvania, and is certified as a Six Sigma Green Belt.

Dave Toops
  Vice President for Program Management
Dave Toops provides executive leadership and overall business guidance to IAP's Base Operations Support Services contracts. He oversees fiscal operations and participates in customer partnering and strategic planning. Previously, Toops served as Chief of the Army's Resource Integration Division, Office of the Assistant Chief of Staff for Installation Management and as a U.S. Army Garrison Commander culminating 27 years of commissioned service.

Kent Brostrom
  Vice President, General Counsel
Kent Brostrom possesses more than 30 years of legal, managerial and military experience in large defense contracting firms and the U.S Navy Supply Corps. At IAP, Brostrom oversees and manages the company’s legal, contracts, and industrial security functions in addition to serving the corporate secretary and ethics official.

He comes to IAP following more than twenty years of service to BAE Systems, Inc. and its predecessor companies, most recently having served as the senior legal counsel of that company’s Technology Solutions and Services sector. In that position, he provided legal services for multiple business units and further served as the sector’s ethics official. Brostrom started out his private sector career having worked for Rockwell International Corp., based in Anaheim, CA, supporting the development and production of undersea weapons and related defense electronics programs.

In his military career, Brostrom served as a submarine qualified officer and commanded overseas contracting installations that supported active military theater contingency operations during Operations Desert Shield and Desert Storm. As a Navy Reserve officer, he commanded the active duty and reserve military components of the Naval Audit Service.

Charles Peiffer
  Chief Financial Officer
Peiffer oversees both domestic and international financial operations companywide. He has over 32 years of managerial and executive experience in global finance, contracts, audit, and accounting areas.

Prior to joining IAP, Peiffer was the Chief Audit Executive for ITT. Before moving into the Audit role he was the Vice President of Finance and Chief Financial Officer for Fluid Technologies, a $3.8B operating segment of ITT, where he was accountable for the global finance function and successfully integrating eight acquisitions. In addition, he was part of the team that developed and executed a strategy that delivered significant top and bottom line growth over a five-year period.

Peiffer served as Vice President, Corporate Controller, and Principal Accounting Officer for Avaya Communications, a spin-off of Lucent Technologies. He was responsible for corporate accounting, international finance operations, business segment controllership, accounting policy, and external reporting. He also served as Vice President, Corporate Center Chief Financial Officer for Lucent Technologies and held high-level financial leadership positions with Allied Signal, Lockheed Martin, and General Electric.

Peiffer earned a Bachelor of Science degree in Business and Accounting from Philadelphia University. He also has an MBA in Banking and Finance from Saint Joseph’s University, Philadelphia, PA.

Charles E. Dominy
  Vice President, Government Affairs
Chuck Dominy became Vice-President, Government Affairs, of IAP Worldwide Services July 5, 2005. Previously, he managed the Washington, D.C. Government Affairs Office for the Houston-based Halliburton Company, a provider of energy services and products, as well as Kellogg Brown & Root, their engineering, construction, and industrial business segment. He was directly involved in growing the government business of the major service provider KBR which became the Army’s largest Defense Contractor in 2004. He advised on mergers/acquisitions, business development, marketing, and overall strategy. Dominy joined Halliburton after a thirty-three year career in the U.S. Army.

Prior to his retirement from the U.S. Army, Lieutenant General (Ret.) Dominy was the Director of the Army Staff. He acted on behalf of the Chief of Staff and coordinated the activities of all agencies reporting to the Chief of Staff. He directly supervised over 3500 employees and managed a major reorganization reducing overhead 30% using best business practices.

Prior to becoming Director of the Army Staff, General Dominy was the Chief of Legislative Liaison for all Army activities related to the U.S. Congress. He managed daily contact with members and staff, personally testified, and prepared other witnesses. He conceived and executed Congressional strategy in support of the annual Army budget and formulated legislative proposals. Other key assignments included Commanding General of the U.S. Army Missouri Engineer Division, Executive to the Secretary of the Army, and the District Engineer of the U.S. Army Savannah Engineer District. His awards and decorations include the Distinguished Service Medal, the Legion of Merit (with Oak Leaf Cluster), the Bronze Star (with Oak Leaf Cluster), three Air Medals, the Meritorious Service Medal (with Four Oak Leaf Cluster), the Army Commendation Medal with “V” Device (with Oak Leaf Cluster), the Parachutist Badge, the Ranger Tab, and the Army Staff Identification Badge.

General Dominy’s education includes an M.S. in Civil Engineering, University of Illinois; B.S. United States Military Academy; Advanced Executive Management, Emory University; U.S. Army War College; Command & General Staff College; and Engineer Officer Basic & Advanced Courses.

He is a Registered Professional Engineer in Virginia.

Dale Thornton
  Vice President, Corporate Business Development
Thornton is responsible for managing and leading the identification, qualification, capture, and pursuit of new business for IAP. He has over 26 years of experience performing and managing business development and operations functions in the service contracting industry. Prior to joining IAP, Thornton spent 18 years in progressive positions with AECOM Government Services and its predecessors, having focused on such key programs as AFCAP, LOGCAP, Lawrence Livermore National Laboratories, Taji National Depot, and AFRICAP. He also has been instrumental in developing and implementing business development procedures to obtain ISO 9000:2001 registration and has been extensively involved with pre-award start-up planning, contract negotiations, and the transition of awarded contracts. He has a proven track record in managing marketing, new business targeting, capture planning, proposal development and win strategy development in both domestic and international markets. Thornton earned his Bachelor of Science in Business at Auburn University.

David Warhol
  Vice President, Human Resources
David B. Warhol brings more than 30 years of experience in executive level human resources to IAP. At IAP, Warhol is responsible for strategic planning, management and organizational development, staffing requirements, labor relations and human resources systems development. Prior to joining IAP, Warhol served as the Director of Staffing and Workforce Development for Zachry Construction Corp. in San Antonio, Texas. Previously, he was the Director for Americas Region Staffing and Resource Development for all Halliburton Companies. Prior to that, he served as the Global Human Resources Director for the Government Services/Environmental/Civil Unit of Brown and Root, Inc., where he was responsible for business acquisition, project support, and DCAA audit response and defense, from a human resources perspective.

Warhol served in the 25th Infantry Division as a Platoon Sergeant in Vietnam. He has a BBA in Organizational Behavior and Management from the University of Houston.

Dwight Clark
  Senior Vice President, Global Operations and Logistics
Dwight Clark has extensive experience in facilities programming, design, construction, operations, and project management. He has more than 35 years of facility engineering and program successes, an in-depth understanding of workforce and resources required to operate and maintain infrastructure and facilities, and a broad perspective and technical expertise gained from environmental and university teaching experiences and working with foreign governments.

Clark completed 27 years of service with the Air Force and 9 years in private industry including work with the Public Service Company of New Mexico. He directed the implementation of the Air Force Contract Augmentation Program (AFCAP) and led RMS (Readiness Management Support, LC) to the successful completion of more than 90 task orders at numerous worldwide locations and won the re-bid of the AFCAP contract.

Daniel Barker
  Vice President, Global Operations and Logistics
Daniel J. Barker, who has more than 40 years of experience in various commercial and military leadership and management positions, has worked for IAP since 1997. Barker spent 27 years in the U.S. Air Force as a civil engineering officer, holding a variety of positions ranging from engineering officer to major command civil engineer over a career that included three overseas assignments.

After leaving the Air Force, Barker worked two years for Science Applications International Corporation as a senior program manager developing markets and opportunities. In 1997, he joined Readiness Management Support, which was later acquired by IAP. Barker's work has included supervising and managing physical plant operations and maintenance; project design; construction, design-build and real estate management; architect-engineer coordination; emergency and contingency response support; and information technology applications.

He is a graduate of the U.S. Air Force Academy in Colorado Springs, Colo with a B.S. in Civil Engineering and later acquired a M.S. in Facility Management. He is a commercial, instrument rated pilot with more than 1,200 hours of pilot-in-command time.

Bob Phillips
  Senior Vice President, Base Operations Support Services
Retired Rear Admiral Bob Phillips leads the Business Area Team for IAP’s Base Operations Support Services business.

Phillips joined IAP in 2007 after a distinguished 32-year career in the U.S. Navy Civil Engineer Corps. Prior to his most recent role as Commander of the military's elite fighting and construction force, The NAVY SEABEES, he served as Deputy Director of the Ashore Readiness Division on the Navy's Staff in Washington D.C. and as the Vice Commander/Deputy Chief of Civil Engineers of Naval Facilities Engineering Command. He commanded Naval Facilities Engineering Command Europe, Southwest, and Atlantic Divisions as well as 2nd Naval Construction Brigade, The Civil Engineer Corps Officers School, and Naval Mobile Construction Battalion 5.

A registered Professional Engineer, Phillips received a Bachelor of Science degree from the U.S. Naval Academy and a Master of Science degree in Civil Engineering from the University of California, Berkeley. Phillips is a graduate of the Industrial College of the Armed Forces and the Executive Business Programs of Carnegie Mellon and Chapel Hill.

Laura Mitchell
  Vice President, Professional and Technical Services
Laura Mitchell, Vice President, Professional and Technical Services, has more than 24 years of information technology and operations experience in government contracting. Mitchell is responsible for day-to-day operations and leading the growth of the Professional and Technical Services business for IAP's government clients worldwide.

In 1990, Mitchell joined Johnson Controls World Services (JCWS), which was later acquired by IAP. Over the years, she has served as Director of Information Technology for the JCWS Federal Services Division and later added responsibility for the Commercial Facilities Management Division (Americas, Europe and Asia). She most recently served for two years as Director of I.T. Facilities Management (Global) and Building Controls (Americas) at Johnson Controls, Inc. in Milwaukee, Wisconsin.

Peter Gleave
  Director, G3 Systems
Peter S. Gleave, a Chartered Engineer with more than 25 years of program and company management expertise, has been promoted to Deputy Managing Director for Program Management and Support Operations for G3 Systems Ltd., a wholly-owned subsidiary of IAP Worldwide Services, Inc.

Gleave, who most recently worked on assignment for IAP in the Middle East, will focus on improving G3's efficiency and effectiveness with a concentration on G3's program management and business systems and processes.

After leaving the Royal Navy in 1986, Gleave worked initially as a project manager and latterly in management of several defence and aerospace companies. In 1996, he co-founded Williams & Gleave Company Ltd., an ISO 9001 accredited interim management Company which was acquired by G3 in 2001. Gleave served on the Board of Directors of G3 and as Operations Director from 2001 to 2006.
