| Steve
Gaffney |

CEO and Chairman of the Board

Steven F. Gaffney joined IAP Worldwide Services, Inc. (IAP) as Chairman of the Board May 2008, and was
named CEO in January 2009. He also serves as a Senior Operations Director for Cerberus Capital, the
majority owner of IAP.
Gaffney has more than 25 years of leadership experience in the defense industry. Most recently, he served
as Senior Vice President of ITT and President of ITT Defense Electronics and Services. With operations
in over 120 locations in 21 countries and more than 20,000 employees, Gaffney was responsible for
establishing ITT’s strategic direction as well as financial and operating performances.
Under his leadership, the company grew over 60 percent as Gaffney executed both organic and acquisition
strategies. He also had responsibility for driving Six Sigma and Operational Excellence across all
of ITT.
Early in his career, Gaffney led a start-up business within the Integrated Systems Unit at Litton
Industries, where he provided overall vision and direction including the strategic, technological and
business plans, and he continually exceeded the company’s financial objectives. He implemented an
Earned Value Management System and led multiple complex integrated Systems developments. Gaffney also
successfully led program operations and advanced systems programs at Allied Signal and Smith Industries.
He earned a Bachelor of Electrical Engineering degree from Lafayette College in Easton, Pennsylvania,
and is certified as a Six Sigma Green Belt.

Phillips |

Senior Vice President, Base Operations Support Services
 Retired Rear Admiral Bob Phillips leads the
Business Area Team for IAP’s Base Operations Support Services business.
Phillips joined IAP in 2007 after a distinguished 32 years with the U.S. Navy Civil Engineer Corps. Prior
to his role as Commander of the military’s elite fighting and construction force, the NAVY SEABEES, he
served as Deputy Director of the Ashore Readiness Division on the Navy’s Staff in Washington, D.C.
Phillips also served as Vice Commander/Deputy Chief of Civil Engineers of Naval Facilities Engineering
Command. He commanded Naval Facilities Engineering Command Europe, Southwest, and Atlantic Divisions as
well as the 2nd Naval Construction Brigade, the Civil Engineering Corps Officers School, and Naval Mobile
Construction Battalion 5.

Mitchell |

Vice President,
Professional and Technical Services

Laura B. Mitchell is Vice President of the Business Area Team Professional and Technical Services (PTS)
for IAP Worldwide Services.
With more than 25 years of information technology and operations experience in government contracting,
Mitchell is responsible for the day-to-day operations and growth strategy of PTS for IAP’s worldwide
customers.
Mitchell joined one of IAP’s heritage companies in 1990 and has served as Director of Information
Technology and later added responsibility for the Commercial Facilities Management Division for the
Americas, Europe, and Asia.

Clark |

Senior Vice
President, Global Operations and Logistics

Dwight E. Clark is Senior Vice President of the Business Area Team Global Operations and Logistics (GOL)
for IAP Worldwide Services, and brings with him a wealth of experience in facilities programming, design,
construction, operations, and project management.
He has more than 40 years facility engineering and program successes, and an in-depth understanding of the
workforce and resources required to operate and maintain infrastructure and facilities. Clark also offers
broad perspectives and technical skills from university and environmental teaching experience and working
with foreign governments.
Clark has 27 years of services with the Air Force and 13 years in private industry that includes work with
the Public Service Company of New Mexico.

Barker |

Vice President,
Global Operations and Logistics

Vice President of Global Operations and Logistics Daniel J. Barker joined IAP Worldwide Services in 1997
with more than 40 years experience in various commercial and military leadership positions. After 27 years
service as a civil engineer in multiple officer positions for the U.S. Air Force, Barker worked for
Science Applications International Corporation as a Senior Program Manager where he developed markets and
opportunities.
Barker’s work has included supervising and managing physical plant operations and maintenance, project
design, construction, design-build and real estate management, architecture-engineer coordination,
emergency and contingency response support, and information technology applications.

| Peter Gleave |

Director, G3 Systems

Peter S. Gleave is Director of G3 Systems, a wholly-owned international subsidiary of IAP Worldwide
Services.
Gleave is a Chartered Engineer with more than 25 years of program and company management expertise and is
Managing Director for Program Management and Support Operations for G3 Systems Ltd. He focuses on
leveraging G3’s synergy with IAP and enhancing efficiency and effectiveness with a concentration on G3’s
program management and business systems and processes.
Gleave left the Royal Navy in 1986 and worked as a project manager and laterally in management of several
defence and aerospace companies. In 1996, he co-founded Williams & Gleave Company Ltd., an ISO 9001
accredited interim management Company that was acquired by G3 in 2001.

| Kent
Brostrom |

Vice President,
General Counsel

Kent D. Brostrom possesses more than 30 years of legal, managerial and military experience in large
defense contracting firms and with the U.S. Navy Supply Corps. At IAP, he oversees and manages legal
matters, contracts, and industrial security functions in addition to serving as the corporate secretary
and ethics official.
He joined IAP after 20 years with BAE Systems, Inc. and its heritage companies, where his work as Senior
Legal Counsel for BAE’s Technology Solutions and Services sector was supplemented by his services as
the sector’s ethics official.
Brostrom served as a submarine qualified U.S. Navy officer and commanded overseas contracting installations
that supported military theatre contingency operations during operations Desert Shield and Desert Storm.
He additionally commanded the active duty and reserve military components of the Naval Audit Service. He
is admitted to practice law practice in Virginia, the District of Columbia and before numerous federal
judicial and administrative forums.

| Robert M. Echols |

Vice President,
Chief Compliance Officer Chief Ethics Officer

Robert M. Echols is responsible for IAP’s compliance and ethics programs, embedding the Company’s core values – Integrity, Respect, and Responsibility – into all IAP’s businesses and global operations. This includes the management of global program staffing, coordination with internal and external agencies, U.S. Government authorities, and the Company’s stakeholders. He also is charged with the development and delivery of effective training and internal audit programs throughout IAP.
Echols has over 20 years of experience in designing, implementing and directing award winning global corporate compliance and ethics programs, while holding crucial management positions in the military, the U.S. Government, and the commercial sector.
Before joining IAP, Echols served as the Director of Business Conduct for the Monsanto Company in St. Louis, Missouri, an $11 billion multinational company with some 23,000 employees doing business in over 150 countries.
Prior to his tenure at Monsanto, Echols held comparable positions for other DoD companies. He also worked in philanthropic and consulting positions and managed a global program to promote the importance of judicial independence worldwide.
Earlier in his career, Echols was civilian counsel and Designated Agency Ethics Official for the U.S. Army Security and Intelligence Command in Arlington Hall Station, Virginia. He also served as an active duty Judge Advocate General (JAG) attorney in the U.S. Army JAG Corps at the United States Military Academy at West Point.

| Charles
E. Dominy |

Vice President,
Government Affairs

Charles E. Dominy became Vice President of Government Affairs for IAP Worldwide Services in July 2005. A
retired Lieutenant General for the U.S. Army, Dominy managed the Washington, D.C. Government Affairs
office for the Halliburton Company prior to joining IAP.
General Dominy gained extensive experience as an advisor for mergers/acquisitions, business development,
marketing, and overall strategy for Kellogg, Brown & Root when it became the U.S. Army’s largest defense
contractor in 2004.
During his 33 years of military experience, Dominy served as Director of Army Staff. He acted on behalf
of the Chief of Staff and coordinated the activities of all agencies reporting to the Chief of Staff. He
served as Chief of Legislative Liaison for all Army activities related to the U.S. Congress, was
Commanding General of the U.S. Army Missouri Engineer Division and is a decorated officer from his years
of service.

| Charles Peiffer |

Chief Financial Officer

As Chief Financial Officer, Charles D. Peiffer oversees domestic and international financial operations
for IAP Worldwide Services. He has over 32 years experience of managerial and executive experience in
global finance, contracts, audit, and accounting overseas.
Before joining IAP, Peiffer was the Chief Audit Executive for ITT after serving as Vice President of
Finance and Chief Financial Officer for Fluid Technology, a $3.8 billion sector of ITT.
Peiffer served as Vice President, Corporate Controller, and Principal Accounting Officer for Avaya
Communications, a spin-off of Lucent Technologies. He has also served as Vice President, Corporate Center
Chief Financial Officer for Lucent Technologies and held high-level financial positions with Allied Signal,
Lockheed Martin, and General Electric.

Toops |

Vice President
for Program Management

IAP Vice President for Program Management David H. Toops focuses on implementing mission assurance, the
development of Program and Project Managers, and efficient, cost-effective staff support to grow IAP’s
business and deliver premier service to our customers.
Toops oversees functional staff at Cape Canaveral including Environmental Safety and Health, Facilities,
Procurement, Information Technology, Small Business and Communications.
Prior to becoming Vice President of Program Management, Toops served as Vice President of Operations
for Army and Air Force Programs with operational duties for project oversight, new start-ups, and project
performance.
A retired U.S. Army Colonel, Toops has 27 years military experience, including services at the Pentagon
as Director of Resource Management for the Assistant Chief of Staff for Installation Management.

Thornton |

Vice President,
Corporate Business Development

Dale W. Thornton is Vice President of Business Development for IAP Worldwide Services, and in that
capacity he is responsible for managing and leading identification, qualifications, capture and pursuit
of new business for IAP.
Thornton has more than 25 years experience managing business development and operations functions in the
service-contract industry. Previous to IAP, Thornton spent 18 years with AECOM Government Services and its
heritage companies focusing on key programs such as AFCAP, LOGCAP, DOE National Laboratories, the US
Antarctic Program, Taji National Depot, and AFRICAP.
Thornton has been instrumental in developing and implementing business development procedures to obtain
ISO 9000:2001 registration, and has been extensively involved with pre-award start-up planning, contract
negotiations, and the transition of awarded contracts.

Warhol |

Vice President,
Human Resources

David B. Warhol brings more than 30 years experience to IAP, where he is responsible for strategic planning,
management, as well as organizational development, staffing requirements, labor relations and human
resources systems development.
Warhol previously worked as Director of Staffing and Workforce Development for Zachry Construction Corp,
and as Director for Americas Region Staffing and Resource Development for all Halliburton Companies.
Additionally, he served as Global Human Resources Director for the Government Services/Environment/Civil
Unit of Brown and Root, Inc., where he was responsible for business acquisition, project support and DCAA
audit response and defense from an HR standpoint.
